I've noticed low voltage kernels or low screen off frequency settings can cause this. What kernel are you running? What's your screen off min CPU setting in SETCPU?

Another thing I've read about but haven't tested is the size of the Call Log can affect this. Not sure if there's anything to it, but just another direction for you to look if you're still searching. Did the higher frequency help? You'll probably have to test it after the phone has been off for a few minutes, I've noticed that if you turn the screen off and then test call yourself, the screen comes on pretty quickly.
I haven't had a phone call since I adjusted the speed lol. However as far as the call log goes I keep mine clear unless I know I'll be calling someone back shortly.I clear all texts and calls at the end of the day as well so I know exactly what I missed in the morning. Thanks for the help, I'll report back once I get an incoming call lol.
