Sorry if this is old news, but optimum (cablevision) now has an Android app (available in google play)to watch steaming live TV on your phone (they had it for iPads already). It looks like it's limited to mostly newer phones but the razrs are on the approved list! Unfortunately it won't let you watch if you connect hdmi out. So no lap dock. But finally i can watch TV anywhere in my house!
