How do I turn off the notification tones but not the phone ringtone?

I think you have to edit each app that uses a notification tone and set the notification to silent. No way to globally turn off notifications that I know of.

Go to:

Settings > Sound Settings > Volume

In there uncheck "Use incoming call volume for notifications". Drag the bar all the way down.
