This may sound crazy, but no idea why this actually worked.
These are the steps from the link you sent me.
su
mountsys
rm system/app/Maps.apk
cd system/bin
sh pm uninstall com.google.android.apps.maps
unmountsys
And did not work. I did find a 4.2 install for the maps in the comments. Installed, then did the commands again (rm /system/app/Maps.apk didn't matter, file didnt exist), but then the uninstall worked this time. said "success", then it finally installed 4.3.
