More then 1 gmail account

I got 2 Droid phones with the intent to give one to my son (12).
After I figured out I couldn't make a gmail account for him due to age I tried to open a second account but gmail won't let me (they keep coming back to the age thing even though I'm putting in my info to try to create a second account).
What's up?
I want to activate the second phone but not with my original gmail account.
