I believe it's part of the pre-installed Google Maps. You have to sign up to use it, but it's already there.

Are you trying to *secretly* find out where somewhere is? Because, FYI, they have to actuall turn on latitude and tell it to let you be able to see their whereabouts.

There is also Glympse, and FriendFinder, but these also require for the other person to know that you have access to their whereabouts...
