Installed apps do not show up in app tray

Recently, I've run into a problem where any new apps that I either A) download from the market, or B) install manually using ASTRO, do not show up in my app tray unless I reboot the phone. Any ideas/suggestions?

Are they possibly widgets and not apps? Most widgets don't appear in the app tray.

I have seen that before and it is another app currently installed on the phone causing the issue. In my case I believe it was lookout that caused it, but not 100% positive as I removed approx 10 apps that I had on the phone when that was going on.
