How much phone memory is too little?

My phone's internal memory is down to 27 megs (10%). What is the minimal amount of megs/percentage before its an issue? Wondering at what amount I need to stop installing new apps or uninstall some on the phone.

If ram is unused, its not doing anything. CPU cycles being hogged are the killers on these phones.
