How do I set my ICE contacts?

I cannot find a way to set up my ICE contacts. Can someone please help me

I preface mine with ICE in front of their first name, as my contacts are first name alpha sort.
More specifically, I put a space in front of ICE so the ICE contacts appear @ the top of my contact listing.
