Are you using the Active Display feature within the Moto App? Which text app, Messages + or Android Messages? Are you seeing other Notifications "hide" your message Notifications on the lock screen or in the Notification panel?
The one line Notifications menu at top other apps seem to take priority until I clear them . I want Google messenger to always show at top if it has new messages but email and weather etc always seem to take priority and always show. If I set my phone down and come back to it and there's a text the only way I know is to pull down the notification shade instead of glancing at the top
So, within the Notification panel? I also use Android Messenger (Google Messages...whatever it's called right now) and all of my Notifications are the same size when I pull down the Notification panel, none are overtaking any others. Are you using the stock Launcher?
In phone setting there is an option named Notification Center in that other option avail named App Notification Management where you can manage all app notification as per your preference.

I'm talking about the notification shade before you pull it down. Just the notifications at the top if phone. It seems it putts the newest notifications there and I get more emails then texts so the email icon is always there. I weather apps and battery apps have option to always show at top I wish texting apps did as well. I had to start using the app "Tesla unread badges" to see a count in the app icon to know I have messages waiting
