It will not let me long press on a app to move or rearrange where I want it on the screen. Is this how its suppose to be? It's really annoying ..

If you long press the icon it should bring up a small window first then it should allow you to move it. Hit "Reset to default" in the menu and see if it helps.

Ya it wasn't doing anything. I got it working now had to reinstall..

For future reference,
You locked your desktop. It makes it so you cannot long press or move your icons or widgets at all.
Next time this happens, go into 'Preferences' and un-check 'Lock Desktop'
I hit this by accident and couldn't figure it out at all a few weeks ago
