1) how to turn it on??

Well, what you can do is from the top slide your finger down that should take you the menu where you can enable and disable wifi bluetooth etc... swipe your finger from right to left until you see the last button i.e the sync button tap over that and now all your application will start synchronizing again.

I usually go to Settings/Account/Google then select the menu button & press "Sync Now". You can also select what syncs by selecting your Gmail account name.

Btw, what's with the link to Google docs? Didn't see anything there that pertains to this post

Well, yes that can also be done but I think if you do that it will sync gmail account only once i.e. it will not keep sync .....
