galaxy s4 memory concerns(16gb)

I'm sure it's been posted around before but to my understanding and what I've read if you buy the galaxy s4 16gb version you're are really only going to get like 8.something gigs of memory to download other things because of the bloatware and what not. Now I know that usually when you buy a device there's always going to be an amount of RAM or whatever that gives you less memory left over than originally advertised but cutting it nearly in half is completely ridiculous. What do you guys think? If I were to get the 16gb version and root it to remove bloatware which I'm assuming is still possible how much memory could I possibly save? I'd like to have something like at least 13gb of memory to download and use whatever with but the memory thing is the ONE thing making me hesitant to buying the phone. I plan on using it mostly to download a ****ton of apps and games(obviously) and maybe some music but I have my ipod already which I use already.
To the people who bought the 1gb version, has rooting it saved you a lot of space by removing the bloatware? Should I just go for the 32gb version?

Also I have the family plan right now, me, my sister and my mother all use verizon and there's a "discount upgrade" on 6/11/13. Does anybody know around how much it would be if somebody were to get the s4 or if that would even count in the verizon deal?
