Flashbar help

I've had my s4 about a week, rooted with HyperDrive running on it. When stock and with this custom rom, I've seen the small white tab, when tapped, opens a vertical panel with app shortcuts on it, I think it's called Flashbar. It seems to come and go and I can't seem to figure out how to have it show up. Any assistance would be most helpful.

If you have Multi window enabled in the Display settings, then a long press of the return button make the left-hand tab appear.
