Google is announcing 157 new emojis in Android P. Do you need to use the GBoard keyboard to use them, or are they built into the system so that any keyboard has them available? Just curious, as I use SwiftKey.

Good question. I'm honestly not sure; I think they are part of Android so any compatible keyboard would "see them". But maybe they are only available in Gboard?

I believe they're part of the system as well, but there are caveats to that. Several apps use their own, including third-party keyboards. Not to mention, if you don't have a Pixel phone, chances are that the OEM of your device has their own emoji.

For something that has a "standard," emoji really aren't very standardized. It does seem to be getting better, but Facebook is a prime example of an app that needs to rely on the system emoji instead of their own. (Drives me nuts. Twitter finally gave in on this a while back.)
