there is your answer, your battery needs to be charged or you have a bad battery. Go to vzw and ask for a replacement.

after it charges for a bit it says

bootloader

battery ok
ok to program

Do you think if i got a new battery it would solve this?

if you charge it for about an hour (in the wall charger) and you get sent back to the bootloader, then your battery is not holding a charge, hence you needing a new battery.

It may not solve it, but it would probably help.. You don't get out of bootloader, even when you do a hard reset?
