droid bionic locked up at activation screen

I bought a Motorola droid bionic for my daughter to use as a WiFi only device. I have phone and a deactivated sim card. She used for two weeks after initial set up. No problems. She set a password to lock screen but was messing around and changed and she could not unlock. My wife did a factory reset last night and now we are getting a screen that says we need to activate the sim card to go any further. Help!!!
