Does the app tango work from a Droid incredible? It's the video calling app?

Yes it does, I have called both my gf and mom's D Inc using Tango.
Ofcourse you must use the Back camera, but the actual video call goes through.
Done on Wifi to 3G, Wifi to Wifi.

So what does that mean if you have to use the back camera can you still see the person your chatting with?

Since it has no front facing camera you have to turn the phone around to let the other end see your face or whatever. This means you can't see the screen unless you have a mirror.
