Device froze, shut down, won't charge and battery screen is flashing

Hi!
My S4 was at 1% but I just got an important text so I unlocked it and it froze. The screen went black so I figured it went off. I plugged in the charger and nothing happened, after a while the empty battery icon came on, then went off and it kept doing this.

I'm not exactly sure what to do, no combination of button pressing for 30 seconds or battery removing seems to help. Any ideas?

Plug in the charger and leave it alone for like 10min. See if it'll boot up after.

You may need to trickle charge it via a USB PC port.
