It showed up for me on sunday night. I can send mms but can't receive them now other than that it's good.

I have been running the 10.2 nightlies which are Android 4.3. Absolutely love the look and feel of it and for the most part, they have been quite stable. If you're adventerous, give them a try.

I had the reverse problem with the RC1 update. I tried Handcent and that fixed the issue. Issue appears to be with the stock Messaging app.
