Crosshairs after update?

What is it? If it's a location thing, how do I turn it off? I've turned off all my location stuff under Location & Security and under Privacy. Help?

It is the location services. If you have turned everything off it should just show the cross hairs. It will not go away. If it is on, the cross hairs will have a little signal icon to the right.
