Known issue and from the sounds of it probably won't ever be addressed as most of the dev's have an X not a 2.
FWIW: I ran into the same issue with a number of ROMS developed for the Droid X. From looking around, a lot of X users are also looking for a charge indicator LED solution.
The BattMonX (free) app allows setting the front colored LED to various shades based on charging and battery status. I still want to use my colored LEDs for notification during the day, but I've been able to set this app to use the LED when charging and when at 100% capacity, which seems to meet my immediate needs.
