Can Bettercut change the color of the notofication bar???

Not bettercut i don't think, but maybe a home replacement could, you got to search around for one to do what you want though cause I dont knwo of any... or easier... ROOT TODAY!

Nope.

The only way to change the notification bar is to install a theme, which requires root.
