Bluetooth to Bluetooth hotspot phone to phone?

We have 2 HTC dinc2. Non-rooted. 1 with unlimited data 1 tiered. Knowing of foxfi not working on HTC except via Bluetooth is there anyway to run a hotspots on the unlimited phone and connect the other to it?
