Sounds like either a software glitch that won't let it report 100%, or it might be a battery issue. I would either go to a local verizon store and ask them about it, because it might just end up in a battery replacement, and they could possibly have some in stock. Or call them and if it turns out to be a battery they can also ship it to you.
