Audio out through micro USB port

So I came across the Motorola car mount with the USB charger in the Droid 4 accessories forum (http://www.droidforums.net/forum/droid-4-accessories/198510-vehicle-navigation-dock-important.html) and noticed that the USB charger has a 3.5mm audio out built in.

What I'm wondering is.. does this mean that Moto has added in an audio out through the USB port functionality. Is this something that can be extracted from the Car Home app and used for other functions, or more importantly, used in other phones? (for instance my OG Droid that hasn't had a working headset jack for about a year)

Apologies if this is not as novel as I think it is and if there already is an app for this please point me in the right direction because this is a functionality that I would really like to have.

I would also love to know. One would think it wouldn't be that hard to have some sort of line out audio output on android phones via USB... folks have been wandering about this since the OG Droid released....
