Apps that go against Google Play terms & conditions get submitted. How?

Hey developers

Here is the question: How do applications that go against the Google Play rules are actually submitted there? Why Google does not approve one app but approves another one with the same features? Any ideas why this happens? How to get submitted?

There really is not much of an approval process for Android apps. You need to make sure you follow this checklist when submitting your app: https://developer.android.com/distribute/googleplay/publish/preparing.html

Perhaps the content rating you've set is different than the content the app actually has?
It all depends on the app.
