"Android is upgrading" message

When I powered up my Bionic this morning, right after the "eye" I saw a message saying "Android is upgrading." It didn't last long, but it's something I don't remember seeing before. Has anyone else seen this?

Yes....seems to happen when I install new apps and I reboot for the first time with the new apps installed...
