Add button not enabled

If you click on the menu key, you can access wallpaper, add, search, notifications and settings. For some reason, my add button is grayed out and I cannot add widgets or anything else. When my fiance clicks on the menu button, her add button is not gray.

Any idea as to why it would be like this?

the same happen to me when adding favorites to my home screen, i found out that my home screen will filled, i scrolled over to a second empty home screen and started adding favorites again, maybe its what your encountering, check it out.
