Would rooting the Droid Incredible help with the overheating / reboot cycle issue?

My DINC is going through the power cycle issue and it is a month out of warranty. I can't upgrade yet but my phone is essentially cripple due to not being able to use GPS or even the internet for moderate periods of time.

Would rooting the phone be able to adjust some settings somehow to fix this or at least alleviate it for a little?

Well, if you want to give rooting a try to see if it helps you should do so now because the GB update is coming soon. After that is released it will take a while for the devs to find a way to root the update.
