No, calling and texts are network data functions... however, gtalk or something similar, works off of data I believe, and you could use Skype for calls.. or even gtalk.... others with a better idea will chime in

Use groove ip to make calls. That is, if you have a Google voice number. That let's you make calls over wifi. Its just like making a call with your regular service. No video. Use the previous advice when it comes to texting.
