Why do people say Verizon 3G is only 1mbps?

I constantly get 2+mbps on my speed tests and 800k+ on upload.

It all depends on where you are... I get anywhere from 250 to 1800 depending on my location.

In my residential area, I constantly fluctuate between one and three bars of service, resulting in download speeds of between 600 and 900 kbps and relatively constant upload speeds of 800 kbps. Wherever I get 4 bars (and that seems to be big commercial areas and along the highway, I can often find speeds in excess of 2 mbps. I ran a speedtest while in town earlier. Just over 2.5 mbps down, 850 kbps up. Awesome speeds.

VZW's EVDO (3g) is rated at 1.5mbps by VZW but I consistently hit over 2 and up to 2.9 peak.

I've gotten as high as 2 Mbps, typically I've been around 1000-1200 Kbps.

I'm my area Verizon coverage is good, but not great. I have seen speeds over 2Mbps a few times, but its not common. I'm usually seeing just under 1Mbps average. Whenever posible I just connect to wifi.
