I've been running GB for a while now, but I want to go back to more stable froyo roms. For some reason I can't download apps, or reinstall from titanium backup. I can if I don't have my SD in the phone, but cannot otherwise. I even backed up my SD on my computer and wiped the SD fully and couldn't install apps. They always hang. Anyone have any idea what I can do to run Froyo again?

I had some issues moving from GB back to froyo a while back. I installed RZR recovery instead of clockwork, and i wiped everything 2x over and everything was good.

This doesn't sound like your exact problem, but it's worth a try I suppose.

I was running Cyanogenmod 7 which is GB based and put Cyanogenmod 6 back on it. Did it with Rom manager just like I did to install 7 to begin with.

If the phone is really screwed up you might just flash the SBF file on it take it back to OEM stock and take the OTA to get back to a stock froyo.
