What if I buy a phone but don't activate it?

I've heard a lot about folks who plan to pre-order the SGS3, then sell it to buy the still-mythical Razr HD or some other phone.
My question is: won't there be some kind of penalty if you pay a subsidized price for a phone, then never activate it?
Or are you planning to buy the phone, activate it, then sell it?

I was told I had 30 days to activate my spare Maxx or I would have to pay full price.
I stuck the sim in, activated it, took the sim back out put it back in my regular Maxx and put the spare back in the box.

What she ^^^ said... all you have to do is activate it for a few moments, then pull the sim and/or reactivate your 3g device.

My daughter was just told by a provider rep today to insert the SIM card, make one call, then take the card out and put it in the phone she really wanted to use.
