What does moto adb do?

This is probably in the wrong forum but it was my best guess. I installed moto adb on my win xp pro computer, sp3. I get the icon in the lower right hand corner with the red moto "M" but it doesn't seem to do anything. I thought the adb was supposed to allow me to tether, etc.

I am hoping to be able to back up addresses, etc to my computer. I am also hoping to be able to use my computer's internet - I have a vpn installed on it - to be able to get to some websites that my phone cannot get to without a vpn.

do you have wifi installed at home? If yes, then you can connect to your home wifi so that you can connect phone to Internet.
