I have an old droid that I no longer use. I have factory reset it. Can I use it to browse the web and run app's like a tablet? If so how? Can I root it or use it for other things that I am not aware of?

I must be losin' it. I thought I replied to this post earlier, lol.
Without cellular service or mobile data, you should be still be able to use a wifi enabled cell phone to browse the web and run apps, yes. I've seen it suggested that you make sure mobile data is turned off/unchecked first, because the phone might keep searching for a data connection that it's not going to find, and that might eat up your battery life.
Then, simply turn on your WiFi and connect to your home or free public WiFi and... go :)
As long as your phone is one that developers had attained root for, then yes, you can root it and use a custom ROM that's compatible with it.

Here's a Google search with other ideas of what you could use your old smart phone for. Some of them might surprise you :)

After the reset it asked for info as if I was going to use it as a phone again before I can do anything. How can I get around this?

It's been a while since I did it and I don't have it right now with me but I think it asks me to activate it.

I'm sorry. My notification that there had been replies to this thread was buried between junk mail and I didn't see it til this morning.
I've used a deactivated phone before as a WiFi only device, but I hadn't reset it first. I just took the old sim card out, and it worked on WiFi.
After doing some research, it appears that after a reset, a deactivated phone will still attempt to go through the activation screen, as you found out. You have to bypass that to be able to use the phone as a WiFi only device. The method for doing so seems to vary depending on the phone, but here's the Google Search that I did.

I used these search terms: (bypass, skip) activation Droid WiFi only
You might add the specific model of your phone to the search terms to refine the results. :)

You're welcome. Great! Mind sharing what worked, in case it might be of benefit to someone else in the future? :)

I would place in airplane mode. Then activate wifi. This should help battery life. The device will no longer contact the cell tower.

I think the OP was talking about the activation prompt in the setup menu. I'm not sure if there's an "activate later" option, or an option to skip activation. If not, I'm sure after a failed attempt (or two) it will give you the option to continue without activation.

To answer the original question, with a wifi connection your phone will do basically everything it used to - with the exception of phone calls and text messages. You can still update the Android version, when available. Add and update apps. Browse the web. Use the camera. Use it as an MP3 player. GPS and maps may be more limited - I believe that works in conjunction with your data connection.
