Unable to connect USB tethering

Getting this message when I run USB tethering to connect my Win 10 PC to the Net. A reboot didn't fix it.

Check the drivers .. maybe have to update drivers ..

It worked yesterday. I'm left wondering if it was a problem between phone and PC, or between phone and VZW.

I'm thinking probably phone to PC .. it usually gets finicky.. I've used ADB commands forever and sometimes I have to reinstall them ...
