Touch Screen Behaves Oddly When Plugged into Charger

This is caused by bad Chargers, usually by the ones providing insufficient mah.

Actually it has less to do with mAh and more to do with the quality of The voltage regulation and waveform filtration, to remove noise and RF interference.

I had the same problem while connected with charger, I tried with other chargers its fine, hope there was a problem with charger.
Also if you have problem with your PC connection, then your home power supply may not have proper GROUND . so check with Electrician.

I have experienced this with every droid device i have owned, but only when plugged into an outlet with a two prong plug... its a grounding issue that will go away with a 3 prong plug.
