I would like to be able to stream via Bluetooth, but still have other apps, like navigation, use the speaker phone. Is there anyway to force certain apps to not use Bluetooth?

You can try disabling the "Media" option from your BT device and leave only "Phone" on. (Long press on the device in Bluetooth menu and press options). This way BT headset you are connected will be used only for phone calls. All other sound will be routed in a regular matter - via speaker just as there is no BT device attached.
