It's a one-time $10 -- I second PDANet though, it's more expensive, but it allows for BT tether, and seems to have more developers behind it.

Okay cool. Other than the price, what's the difference between
the free one and the priced pdanet?

I use the free PDANet without any issues. I've never noticed any limits.

I used PDANet before I rooted and got WiFi tether. One thing I liked about it was the SMS popup on the computer screen. Very similar to a I'M program for the PC, but for your phone's text messages

Very Strange. I use PDANet (Free Version) all the time to do online banking, and as we all know most (if not all) bank sites are secure (https). I haven't ran into any limitations as of yet and I don't remember ever paying for it.

Oh well...This is a great app and as soon as I play with it a little more I plan on getting the paid version.
