    ...tether for free (not free for a month then 30 bucks a month after)?

    Pdanet does not require rooting, and you don't have to pay unless you require access to secure websites (https).

    A small app that installs on your computer and the pdanet app from the market. Just install pdanet and the first time you try to use it, it will walk you through it. Very painless.
