Tearher Wifi Only iPad to Galaxy S4

I done quite a bit of searching and have yet to figure out a way to teather my wifi only iPad to my Sprint S4. I don't subscribe to Sprints hot spot service. I'm hoping to teather my non-jail brake wifi only iPad to my non-jail brake S4. Is it possible? If please point out apps and location of instructions.
