Motorola has to enable that capability in the radio firmware, too. Maybe they have tested that they couldn't maintain the same signal quality with it activated? Considering Motorolas quality radios, they may not want to lose that reputation
Until its been thoroughly tested?

The Qualcomm chips support svdo. We have TI chips. Not sure why Moto moved to Qualcomm, but the next gen mottos will have them, thus support svdo. Which makes me wonder about the big facility TI just built in Texas recently. I'm gonna have to research that.

On the RAZR m it woks on 4g not sure on 3g. Though I live in the country they just put up a new 4g tower so haven't been able to check it out on 3g yet

Maybe they had to give it up to fit the other internals into such a small frame with the decent sized battery
