Straight to Voice Mail

So I am having an issue where one of my contacts go straight to voicemail when they call me from their cell phone. I have checked under settings and the user is not checked to go straight to voice mail.

I tried checking, then unchecking the box. I tried deleting and readding the contact. The problem still happens.

I can't figure out what the deal is...Anyone have any ideas?

No. The only app I would say that is very related to calls I have is google voice. I have since uninstalled it to test, and have the same results.
