So I'm rooted 2.2 frg22, but I'm wondering how backups come into play. If for any reason I format and flash a new rom can I return to my current state (version, root, apps, etc) by simply performing a *nandroid restore*? Or is there more involved.

a nandroid backup will take a copy of your exact phone state(everything like apps, settings, etc included). if you mess something up or just want to go back, just wipe data and cache and restore the nandroid. thats it
