Screen auto brightness

Anyone else having problems with the auto brightness? If I go from a fairly dark area to outside, the phone takes 10-15 seconds to adjust. I'm on my 2nd phone because of this. Both had this problem. Auto brightness is enabled with the slider set to 60%.

Without looking at others issues linked above, I've isolated the issue to simply selecting 99% brightness. If I go to 100% it stays at 100% even if auto is enabled, so try that and see how it works.
