S4 pc compatibility

Just picked up my new S4 and love it, but my pc won't acknowledge the phone and vise-versa. I enabled de-bugging in
the developer option section and still nothing shows on task bar. Hooked up via USB. any suggestions?

Welcome to the forum.
The 1st thing I would try is a different USB port. But some PCs have issues with connecting phones and tablets for reasons that are difficult to determine. Samsung does have drivers for USB that you can download. Get them from (here). But if those don't work, it could be because of some other device that was once attached to your PC, or something else blocking it like your antivirus software. Really hard to say.

I was using the usb cord from my previous android aviator....(didnt think it would matter) plugged in the cord that came with the S4 and it
connected.

Yep, you never know about those cords. Best to mark them all.
