only in reference to time off charger, which is?
i realize that is not good answer, and 60% is quite high, but battery usage varies greatly from user to user. Is this the original battery, it could be going bad, or a bad charger can cause problems

I suppose 15-25% is closer to normal, but I have never spent more than a few mins at a time on stock

when you wrote "(I did not reformat)"
you did wipe user data though?, that is an important step

formatting the sd card, and internal card, may also help

No, I did not wipe it. The steps were "optional" and just thought I would do it later if needed. But I am thinkin maybe now I should have just set everything back to factory...?

optional but recommended, I rarely flash a .sbf without wiping data before and/or after

i guess you forgot, i had you wipe data last time :)
