"rooted droid you can drop the sound files directly into the notifications folder /system/media/audio/notifications"

You'll need ' Root Explorer ' or an app like it to change your system files to read/write. Doing so will allow you to place files in the notifications folder thus having them show as an applicable sound. But I know of no setting that will allow you to change your start up boot sound. You might try searching you r system files for it and then naming the sound file you'd like to hear to what it of labeled as and then move/replacing it into that folder.
