Does wiping data and cache get rid of everything and if not is there a way to get rid of whats left behind and start completely fresh?

I think what's left is the OS itself. All user setting would be gone after the wipe.

You can use RSD Lite and flash the stock 2.01 .sbf file which replaces the os and the boot recovery tool putting you "fresh out of the box" from the factory. Take the 2.1 OTA update and you are all set.

Don't need to do this I was just curious if there were more files left on after wiping data and cache 3x that could cause problems for a new rom?
